The first step on the road to visa-free short-term travel between the EU and the Eastern Partnership states is Visa Facilitation and Readmission Agreements. When the EU is satisfied with the implementation of Readmission agreement and the general level of reforms, the official Visa Liberalisation Dialogue is launched. As part of it, the EU and the state in question negotiate the conditions that need to be fulfilled in order to liberalise the visa regime. When the list of required reforms is established, the country is given an Action Plan containing all the necessary benchmarks, divided into two stages: the legislation stage and the implementation stages. The EU needs to make sure that the benchmarks of the first (the legislation) are generally met, before it starts assessing the implementation of the adopted legislation. After all the criteria listed in the Action Plan are met, the EU takes the decision on visa liberalisation.
